About Us

Fruitville Beach Civic Association

Founded in 1989, Fruitville Beach Civic Association (FBCA) is a dedicated community organization serving property owners specifically in the Corolla 4x4 region, situated along the pristine Northern Beaches of the Outer Banks, North Carolina. Our mission is centered on the preservation and stewardship of this unique coastal environment, extending from the end of Rt. 12 to the NC/VA border. As advocates for both local residents and non-resident property owners alike, we strive to amplify the collective voice of our community within the 4x4 area.


Fruitville Beach Township is a non-functioning county subdivision, encompassing Knotts Island and the entirety of the 4x4 area, falling under the jurisdiction of Currituck County as an unincorporated region. (Learn more about Fruitville Beach Township HERE.) The Fruitville Beach Civic Association focuses solely on representing the interests of property owners in the 4x4 portion of Fruitville Beach. What has FBCA done for the 4x4?

  

Historical Achievement:

  • Successfully prevented the Department of the Interior from acquiring all off-road property, transitioning from the Outer Banks Civic League to the Fruitville Beach Civic Association (FBCA).


Community Advocacy and Service:

  • Proactive collaboration with other groups and the Currituck Board of Commissioners (BOC) to develop and enforce criteria for:
    • No launching of motorized marine vehicles from the 4x4 beach.
    • Regulation of commercial businesses.
    • Restrictions on ATV tours.
    • Establishment of horse tour guidelines.
    • Equal distribution of Beach Parking Passes for all taxpayers and property owners.
    • Installed a cluster mailbox at CBVFR for use by 4x4 property owners.


Legal Representation:

  • Engaged legal representation to submit Amicus Briefs, reflecting the views of 4x4 property owners in various court proceedings.
    • Assisted in covering personal expenses for pro bono legal representation, supporting 4x4 property owners’ presentations to the Currituck County BOC regarding the impact of horse tours.


Financial Support:

  • Provided yearly financial backing to various organizations, including:
    • Currituck County Operation Santa Claus.
    • Corolla Wild Horse Fund (CWHF).
    • Carova Volunteer Fire & Rescue (CBVFR 7).
    • Swan Beach Volunteer Fire Station (CBVFR 7-2).
    • Network for Endangered Sea Turtles (NEST).
    • Carova Volunteer Fire & Rescue Auxiliary.
    • Other groups as needed.


Education and Outreach:

  • Advocate on behalf of the Corolla Wild Horse Fund and Network for Endangered Sea Turtles to educate visitors about the 4x4 area.

Meetings

Board and General Membership meetings are held yearly during Memorial weekend.


Meetings generally take place at the Carova Beach Volunteer Fire & Rescue station but have also taken place virtually during the COVID-19 pandemic.


Meeting information is disseminated closer to the meeting date through our newsletter and Facebook page.
